After flying several unofficial banners for over a century, Congress established a commission in 1938 to choose
an original design for an official flag. Graphic Designer Charles A.R. Dunn submitted his design of two red stripes and three
stars on a white base to the flag competition. This same design, based on the shield from George Washington's family coat of
arms, is still flown proudly by the District of Columbia today.
